Overview

The Panchayat, organized into a three-tier structure, extends its influence to the farthest rural corners of the country. In the pursuit of decentralization within the Aspirational Bharat Collaborative program, our next strategic move involves achieving convergence across the three-tier Panchayat structure. This comprehensive approach entails aligning functionaries towards common objectives, establishing collaborative forums involving various departments and hyper-local bodies, and reallocating funds to specific themes or goals.

Harmonizing Functionaries & Streamlining Processes for Enhanced Delivery

  • Identify and map all pertinent stakeholders, including executive and elected heads, staff from line departments at the Gram Panchayat (GP) level, and hyper-local networks
  • Specify the resources from schemes that can be amalgamated by each department to achieve a shared goal or theme
  • Advocate for Standard Operating Procedure (SOP)-oriented process re-engineering to attain common objectives

Establishing Forums

Engaging all stakeholders – governmental and hyper-local toward common goals

Designate one In-Charge Officer from the Block/District for each Panchayat

Define a forum at the Panchayat level led by the elected representative and the In-Charge Officer

Identify Panchayat goals, set targets with timelines and milestones, and align expectations from each department representative at the Panchayat Level

Resourcing, Review, and Governance

  • Prescribe and define the frequency of reviews by the Forum for each activity
  • Facilitate the reallocation or repurposing of resources (funds) based on the requirements (line department schemes, finance commission funds via Gram Panchayat Development Plan (GPDP), Block Panchayat Development Plan (BPDP), and District Panchayat Development Plan (DPDP)
  •  Explore and pursue alternative sources of funds, including Corporate Social Responsibility (CSR), Publish Sector Enterprise (PSEs)
  • Bhamashah, etc. This three-pronged approach must permeate all three levels in the district to ensure the last-mile delivery of sustainable development goals and garner support at each level—District, Block, and Panchayat. The forum’s objective is to address local problems/goals using local means. Convergence through the forum aims to underscore the empowerment of grassroots democracy by harnessing all available resources for a common goal

Details of the Three-Tier Forum

A forum is essentially a regular meeting of a group of people united by a common cause. The Government of India, through the Ministry of Panchayati Raj, emphasizes local sustainable development goals. To achieve India’s SDGs by 2030, rural India must take the lead. Based on pilot experiences, our team has devised a three-tier strategy for forums

District Convergence Forum – Serving as a coordinating body for the overall goals of the district

Block Convergence Forum – Acting as a monitoring body for activities in each Gram Panchayat, overseeing high-cost, low-cost, and no-cost initiatives

Gram Panchayat Convergence Forum – Functioning as an implementing body for activities within the scope of its GPDP plan. This involves leading no-cost behavior change campaigns, organizing low-cost activities, and executing high-cost activities as per the needs of the Gram Panchayat through participatory planning rather than unanimous decisions
