Last Mile Convergence 

Convergence, implemented at the Last Mile service delivery unit – the Panchayat, is the coordinated integration of resources such as human, financial, and technological to addresses development challenges effectively. Collaboration is a fundamental requirement for successful convergence, involving not only government departments but also non-governmental organizations, women groups, faith leaders, media partners, and community groups.

Our Approach  

Building Structures

to promote participatory planning and support effective service delivery at the last mile by enabling 3Fs:

  • Funds: Support Effective Planning, Scheme Convergence, and Alignment across 3-tiers
  • Functions: Liaise with Central and State Governments to advocate policy shifts and setting up processes for function devolution and support selection of need based LSDG themes at the Gram Panchayat level
  • Functionaries: Strengthen Gram Panchayat and Block Panchayat Forums to identify needs, align LSDG themes, institutionalize governance, monitor progress, and support in resource allocation

Build Capabilities

through leadership development of Sarpanch, Panchayat Secretary, Block Pramukh & Block Development Officer to lead and drive development agenda

  • Sarpanch: to convene Gram Sabhas, lead annual planning, implement government schemes, and monitor departmental work
  • Panchayat Secretary: to support Gram Panchayat Development Plan (GPDP) preparation, manage financial records, convene meetings, and oversee administrative work
  • Block Pramuk: to lead block initiatives, build government-community relationships, and oversee resource allocation through Block Panchayat Development Plan (BPDP)
  • Block Development Officer: to oversee development and administrative work, coordinate with block level officers to implement programs, and conduct meetings for BPDP

Building Structures

to facilitate data-based decision-making for effective utilization of funds through a tech platform in the form of a Universal Citizen Interface (UCI) based on following principles

  • Learn: through an omnichannel approach with the support of How to Guides, Audio-Visual Aids, Short Courses, and Assessments
  • Enable: Data-based decision making to prioritize community needs through reference to other GPDPs, Realtime support by a chatbot, and activity/fund tracker
  • Transform: Traditional methods of operation by integrating technology in planning to provide access to all, exchange best practices, and enable monitoring & evaluation
